libcutl-dev software package provides C++ utility library, development files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcutl-dev
libcutl-dev is installed in your system.
Make ensure the libcutl-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcutl-dev *
You will get with libcutl-dev package name, version, architecture and description in a table
